Handheld CarbonExtractor must be researched before it becomes available, and Enhanced CarbonExtractor is a requirement for Hvy Duty CarbonExtractor.
This technology, as well as other gathering-enhancing technologies, should be researched quickly after reaching Tech Level 3, in order to ensure a good flow of resources.
